Saudi Arabia and Pakistan Sign Strategic Mutual Defense Agreement

On September 17, 2025, Saudi Arabia and Pakistan formalized a pact stipulating that any attack on either country will be regarded as an attack on both, marking a significant shift in regional security dynamics.

Historic Pact Strengthens Bilateral Ties

Saudi Arabia and Pakistan have entered into the Strategic Mutual Defense Agreement, which states that any aggression against one state will be considered aggression against both. The deal aims to deepen decades-long military cooperation and strengthen deterrence against security threats in the region.

Signed During State Visit

The agreement was finalized during Pakistani Prime Minister Shehbaz Sharif’s state visit to Riyadh, hosted by Crown Prince Mohammed bin Salman. Officials from both governments highlighted that the pact is not aimed at any specific country, but rather reflects a strategic partnership that has been evolving for decades.

Scope of Cooperation

The defense agreement covers all military means deemed necessary for deterrence. Analysts suggest that while no public mention of nuclear assets was made, the pact implicitly enhances Saudi Arabia’s access to Pakistan’s broader military capabilities.
